I was leaving this for chris to answer but looks like he is still short on internet (he is "on the road", well air actually currenlty).
I just ran some tests myself. Yes both local delivery and forwarding to local and remote delivery still work when an account is set to suspended status. Access via any of the logged in services (pop/imap/smtp/surgeweb) is denied. This matches the documentation:
