Pretty much yes.
Add the new slave to the master.
Point the new master at the slave.
stop the old slave
then on the master:
tellmail resync_config
tellmail resync
re: license, you can transfer the license, deactivate the slave the activate the license on the new system (you can do the migration with the temporary trial license)
