Upon downloading zip files, That page advise "use local mail reader"
Is it supposed to show in Surgeweb?
Do we have to point to it in Surgeweb?
Do we use Outlook, Thunderbird, Etc???

If the user logs into the user self management portal
https://your.server/cgi/user.cgi
Then go to Logs/Mailbox
Then click on 'download all mail'
The server will generate a zip file (or several) of the requested folders suitable to keep locally.
This feature requires a recent version of surgemail and the modern interface enabled for the self admin interface.
