Oh sorry, that file is obsolete and not used anymore. The active
file is:
iptocountry2.csv.enc
And should generally be less than 2 months old. If your system
is firewall blocked, remove the firewall block for http://updates.netwinsite.com/

Or download the file manually from
http://updates.netwinsite.com/updates/iptocountry2.csv.enc
