The active file was in my /usr/local/surgemail directory with a
recent timestamp (the date I upgraded to 7.7c). When I removed
the obsolete file, the problem went away. There's a tl;dr
previous email about this.

system is firewall blocked, remove the firewall block for http://updates.netwinsite.com/ :-)
