Yes. In the config settings search for bull and you will find a setting for an address which you can 'email' a message to, and it will then 'go' to all users as a bulletin.

The result is you can send a message with attachments.

Be aware that the message is replicated eventually in every users mailbox, so large attachments would be unwise :-)
