Yes you can enable the level at which subject tagging occurs (if at all) 
for the user, domain or global, (in user accounts at the bottom of the 
page you will find links to the domain and global spam settings)

My preference is to turn off that setting at the system level and let 
people use the spam folder instead or individually turn it on if they 
really want subject tagging.
