In brief. You can do it by mirroring or rsync, it depends a bit on your confidence with native commands and rsync, my standard answer is to mirror to the new hardware, then make that the new master, then mirror from that to the new mirror.  

If using rsync be sure to get file 

Mostly you just copy surgemail.ini completely and the only settings you need to check are the mailbox_path's... 

Yes you would need to rsync the legal archive across manually.
