The active file was in my /usr/local/surgemail directory with a recent timestamp (the date I upgraded to 7.7c).  When I removed the obsolete file, the problem went away.  There's a tl;dr previous email about this.

Oh sorry, that file is obsolete and not used anymore. The active file is:

 iptocountry2.csv.enc

And should generally be less than 2 months old.   If your system is firewall blocked, remove the firewall block for http://updates.netwinsite.com/ :-)

Or download the file manually from http://updates.netwinsite.com/updates/iptocountry2.csv.enc
