I have a filter rule to reject email from a certain domain:

if the From header contains foobar.org Reject

It is the first rule in the table, i.e. rule #0.

It is in the user's filter rules, and it is in the domain's filter rules.

Yet email from foobar.org continues to be delivered.]

I recently upgraded to SurgeMail version 7.7c-1 from a truly ancient 
version.  Filters used to work.

Any idea why the filter is apparently bypassed?
