There is a recent surgeweb feature that allows you to move "a message and filter permanently".. It does this by automatically adding a "move to folder by sender's from address" user.cgi rule. This feature can be actioned from the more actions menu, or by shift dragging a message. When you have setup such a rule the folder is marked with the icon you mention.
